Oksana Zhmurko
- Associate
Oksana's practice focuses on complex trademark matters. She advises clients on acquiring and enforcing trade mark rights and provides strategic guidance throughout the application process and in trade mark disputes. She drafts responses to office actions, files oppositions, and represents clients before the Ukrainian Intellectual Property Office. Oksana also manages clients' patent portfolios and handles the registration and protection of plant variety rights.
With a career spanning more than 30 years, Oksana has extensive experience in all areas of intellectual property. Prior to joining CWB in 2026, she served for 20 years on the Board of Appeal of the Ukrainian IPO, where she handled appeals relating to inventions, industrial designs, and trade marks, as well as applications for the recognition of well-known trade marks. Oksana previously spent 10 years specialising in plant variety rights protection, plant variety denomination examination, and ensuring Ukraine's compliance with EU and international standards related to plant varieties.
Experience

Played a key role in aligning Ukrainian plant variety legislation with international standards, including drafting explanatory materials that supported Ukraine's accession to the UPOV Convention (1991 Act)

Conducted a high-level audit of plant variety rights registries for Ukraine's Presidential Administration and developed strategic recommendations to address system inconsistencies

Served as Deputy Head and Board Member of the Ukrainian IPO's Board of Appeal, chairing hearings and overseeing opposition and administrative proceedings

Led the Board of Appeal digital transformation initiative by designing the technical framework for its dedicated case management software
